Our NYC Criminal Justice Programs Work to Break the Cycle

As evinced by the media NYC crime rates continue to rise, but EAC Network’s Behavioral Health and Criminal Justice programs work toward solving the root of the problem instead of just putting a bandage on it. Our criminal justice programs are providing evidence-based solutions in conjunction with case management services in all five boroughs that aim to address both the mental health needs and substance use issues that so many New Yorkers face leading them to the criminal justice system. While working with the Court System, EAC shares the goal of preventing recidivism while sustainably improving the lives of others.

EAC Network’s Programs Address the Root of the Problem

EAC Network’s behavioral health and criminal justice programs, including the Community Re-Entry Assistance Network (CRAN), work in tandem with the criminal justice system to help individuals, who are suffering from mental health and/or substance abuse issues, obtain the treatment they need.

Community Re-Entry Assistance Network (CRAN)

CRAN, which operates in every borough of New York City, provides transitional case management services for vulnerable individuals with severe mental illness who are re-entering the community after incarceration on Rikers Island.

How CRAN Helps Vulnerable New Yorkers

The Problem

Men and women with serious mental illnesses are over-represented in the criminal justice system and face significant challenges when re-entering the community post-incarceration.

CRAN’s Solution

To conduct comprehensive assessments and address individuals’ mental health needs with individualized treatment plans that connect them to the necessary community services.

How We Do it

Our aim is to break the cycle of incarceration. CRAN works to fully integrate its participants back into the community and minimize the potential for returning to jail or prison. CRAN provides supportive services that assist with behavioral health needs. We develop working alliances with individuals enrolled in the program to establish long-term stability.

Our case managers help participants obtain vital social services, such as:

  • Housing
  • Mental health and substance abuse treatment
  • Vocational assistance
  • Legal services
  • Family services

Treatment Alternatives for Safer Communities (TASC)

Another one of our impactful criminal justice programs is Treatment Alternatives for Safer Communities (TASC).

Operating in Brooklyn, the Bronx, Queens, and Staten Island, TASC is an alternative to incarceration program that provides opportunities to individuals dealing with substance use disorders.

It helps to improve public safety in four different ways:

  • Integrating the criminal justice system with the substance abuse treatment system
  • Diverting individuals from short-term and long-term incarceration
  • Providing a wide range of support services for individuals in recovery
  • Ensuring offenders remain accountable

The Problem

Research has shown that substance use disorders are a significant risk factor for individuals becoming involved in the criminal justice system.

TASC’s Solution

To divert men and women with substance abuse disorders out of the criminal justice system and into treatment facilities.

How We Do It

TASC manages cases by moving participants from the criminal justice process into treatment programs while providing monitoring services that supplement criminal justice supervision. Our comprehensive case management services build a unique network among the criminal justice system, the treatment service system, and our participants, creating more effective and efficient outcomes.
